Tired of AI on higher difficulties being able to spam a district on every- single- tile- of a territory without any net negatives at all?

Tired of attaching a territory you won in a war after many 'a hard fought battle only to have it bring your stability crashing down into the negatives because you haven't been building garrisons every single turn since the start of the game?

Tired of near constant rebellions with a timer so short that there's no way in heck to ever recover?

DontStabMe rebalances stability to help mitigate some of these complaints and issues. Stability in this game is a crutch that the AI use on higher difficulty not to make the game harder, but just utterly unfair in my opinion. It forces you into an extremely specific build cycle or play from a severe disadvantage. Its far too punishing, requires far too much time invested on cities to mitigate, and is a mechanic that only the player has to abide by on higher difficulties. No more.

In brief its goal is to reduce the stability cost of districts by half and add additional stability to particular district types, (Garrisons, City Centers, Admin Centers, etc...)

Should be compatible with quarters and districts added by mods.

@sjtimmer7, unfortunately not. From what I know saves require matching mods with the save file. Attempting to load an un-modded save while having the mod loaded results in a mod mismatch error.
