I figured out what they meant by refresh. When hiring a new employee, look next to "hiring agency" -> "Find new candidates for $2500". Once you press that, the new candidates have all perks revealed.

how do you make the mod work? it looks like a very good mod, but i can't make it work and i don't know how to refresh the game like you told so i hope you can help

It just mods Perks.xml to show you all the "HiddenByDefault" perks. You'll need to refresh in order to have it work because its not magically showing you their perks, more so making so that no one ever keeps anything back again.
