Fire and Ice Weapons Highwayman

Gives Highwayman some new weapons with custom effects and a new look.
This is not a re-placer, this adds a fifth colour variant.
NOTE: The custom effects apply to all highwayman variants.
Shout outs to my roommate "Beans" for help on colour choices.

Any and all feedback is welcome.

TO DO: (maybe)
add affliction/virtue sprites
add custom sound effects (If I can ever figure out how tf FMOD works)
make something (probably his eyes) change colour depending on which weapon the attack uses
