Thinking about it, shoes and gloves can be specifically made for a big variety of cases. But the trade-offs of both are very different.
Lets say we look at plate armor. Also assume that vanilla plate would protect hands (because it should). Noone in their right mind would wear that armor without another layer of hand protection to reduce chafing. Same as you would with shoes.
Also there is nothing else we have that would go under a glove. Maybe another glove if whatever you are doing is that destructive to your hands?
these are the reasons that i can think of as to why Gloves are Middle Layer
