at max it gives 25% damage resistance and -50% movement speed

Just letting you know I've added the tag "cigarettepack" to cigarette packs and added a check for that tag into cigarette's "OnFire" StatusEffects to prevent them from taking fire damage while inside the pack.
That's the conditional for the cigarette OnFire StatusEffects:

The zippo has also been reworked to be refilled with the new "Lighter Fuel" item, but since yours doesn't run out of fuel anyways you don't have to adjust anything there.
