Trash may contain garbage. Some trash can be salvaged for garbage bags, other trash can be used for fires.

this mod with the workshop and scrap stuff mods makes it really easy to get the skill books, even with low chances in sandbox settings. i wish it didnt make the trash interactable.

Any idea of why elements only spawn in the first floor of civilian houses and other structures?

Maybe. Looks like it might have already been baked into B42. Maybe not as plentiful as with the mod, but I do see random dead zeds around and small piles of trash laying around.
