4-1_Time+Cost+Challenge

Can't see a solution for this one on the workshop so here is mine. Bit of a hack but only way i could get it to fulfil all 3 criteria.

It has failed a couple of times but is pretty consistent generally from my testing. Ideally it would have a delay on the steering so to not miss bits of the corner but can't afford it.
