Parden my ignorance, but I do not fully understand what you are trying to say.
Are you trying to get the folders set up in a .vpk?
Try looking at one of the guides to figuring out how to set up sound mods.

Could you be more specific?
If when you attempt to reload, look at the console (press ~ to access it), and see if any red text appears.
If so, you need to type in the following
snd_restart
This should clear the issue if that is the problem

Short answer: Maybe
Long answer: To be honest i'm really bad at making shoot sounds, and there are already a large surplus of mods that do that already. This allows for people to be more flexible with what mods they want.
also one more question,in the future,are you planning on making sounds to replace the weapon fire?
I have a bunch of sounds on my computer from just collecting sounds, so I tweak them to fit and sound better in insurgency, hance the "Revised" part of the mod name.
