I have now re-enabled it, and you can build it in the water.

Meaning that, unlike normal ones like Levy camp, you can't stick the Tidal locus in a spot where it's fully surrounded by water. The locus itself has to be built on land, so realistically your *best* case scenario is probably just +11 food/+11 prod and no other bonuses. Which feels a little underwhelming compared to other SPIs from tier-1 tomes.
The good news is I am working on updating the mod. The bad news, I can't find anywhere where the mod touches anything related to the Copper Golem. I'm a novice at modding, so I could be missing something, but I'll have to look at it again later.
