sorry for the very very late response—I had to look for it again myself and finally found it.
Most of the terrain-related stuff will be in Title\Packs\Strategic\RMG_Sectors_Strategic.rpk → Settings (tab) → Sector Definitions (dropdown) .
When I update this (hopefully today) I'll add a full list of the .rpks I used
I've searched everywhere and just can't find it.

Honestly though after doing it myself it's easy to see why there's a few throw-ins, especially for the larger name pools (they did 200+ for open waters and 250+ for coastal waters). It's fun for the first half hour, but legit work after that.
Thanks a ton for the comment though, it means a lot that somebody cares.
Oh yeah, about updates: I'm being stubborn about sorting each pool into alphabetical order (makes it way easier to check for duplicates), but that means that if I ever add anything to a pool, it will shift the names of anything below that in order. This means that if you load a modded saved game after updating this mod, you might have city names etc completely change.
I won't have many updates to do before I either finish or burn out, so hopefully this won't trouble anyone too much. sorryyyy
