Re-Awakening Invasion Balance

Intended for Public 1.5.60

Rebalancing Ground Invasion:
- Increase base Manpower Capacity of all systems from 200 to 400
- Increase Manpower Capacity from Improvements by 50%
- Pirate Lairs have more Manpower Capacity too
- Fix for Pre-emptive Bombardment not doing damage to POPs or Improvements

Essentially, every system will have more Manpower Capacity, which should slow down early invasion rushes.
