Afaik because officially no funding for the game from the publisher, and making a new release/patch is time consuming. Content can be added easily through mods.

One of the devs remained still attached tothe game so doing this on his free time.

why game creators make a mod instead of adding this to game?

You know, after using this for a while, what I realize I actually want is to just leave the camera height/zoom/tilt and UI alone, and simply pan the camera to follow the person until W, A, S, or D (or screen edge scroll). Leave the rest of the UI alone so we can still click on things etc.

It would be great if this mod used the same hotkey rebinding as the normal in-game "Free Camera" key binding. But right now it only lets you use the middle mouse button.
