You need VTFEdit. You go into it, import clothing textures. Next, File -> Export all and select the folder where all texture frames will be exported. Now you need to import a clothing texture frame with the desired color and export it to .vtf. Do not delete the .vmt file of the animated texture, you will need to transfer everything you need to a new .vmt (when exporting a texture, you will have an item with the question "do you want to create a .vmt file?"). Do not export to the folder with model textures, it will replace the old .vmt. You can also edit the old .vmt

The color of the suit changes because it is an animated texture. Therefore, if you do not want the color to change, you just need to break the animation into frames and select the one where the suit is green.
