[B41] TTRPTypingIndicator

A lightweight mod for detecting nearby player typing and populating a message in the chatbox to let you know that nearby players are typing, includes a mute feature for admins/users that don't want to be seen typing. Intended for use on RP servers so folks know emoting/talking order and aren't over-talking or posting out of order.

The range of the typing indicator is set to the default /say range.


Differences from the original include.

* Added typing support for /looc and /levent from Buffy's RP chat mod to indicate message typing in the chat.
* Removed the radius toggle button/indicator code.
* Adjusted the syntax of how it displays who is currently typing.
