when you say it doesnt work unless you compleate the first quest does it interfere with the "alternate start" mod?

@marlesque - Do you happen to be using a bashed patch at all? Cause they tend to cause problems like that.

Love the mod typically, but I've noticed on Adept that there is an overkill on Arch Electromages. Basically one hanging about every time I turn around.
