After the introduction of the Paladin-Class Frigate in 2196, Starfleet noticed a large capability gap in not having enough utility ships; self-defense capable ships that can be outfitted for civilian aid and bolstering infrastructure in harsher regions of space.

As such, the Paladin had two modules strapped onto it; a hangar section and a freight section. The hangar section contains a full bay and maintenance areas to strap it on and go, meanwhile the freight module has 16 cages containing 40 standard unit crates each and being locked together in pairs to form 8 pods all attached to an extra large fuel tank. These additions allow them to take on civilian tasks like freighting and ferrying sensitive diplomats between planets without requiring convoys of ships which just drains resources.
