Gather these materials, and load them into a moving truck:
Fuse
Located at the Power Plant

Uranium
Located At The Mine, May take awhile to spawn.
To find out if Uranium has spawned, use this simple freecam trick.
Walk towards the right wall, standing a little ways in front of a rock/pillar, then enable freecam (F1), then push down and right. This should clip the freecam through the wall. Note: This is hard to do and may take some practice.


Barbell
Located At The Paradise Island Workout Place.


Metal Bin
Located Everywhere, mainly in the city.

Step 4:
Take the truck with all the items across the ocean with this boat:

Step 5:
Give All Items To The Man

Step 6:
