Not broken as seen in the game screenshots using all connections. Terrain as with all game objects partially placed in water need to be carefully prepared before, and in general is something a bit buggy even for vanilla objects but it works.
Underground cables work better but also I used it with normal HV cables with no issues, you can try to re-build terrain after placed it also.
Not an easy way, because it must be taken in account not just the costs of the building itself, also the infraestructure around it: water pipes, the well without electricity I included; or vanilla pumps and wells, and auxiliar grid.
Also you need a special place, with water around for the turbines hall and a hill to get enough speed for water. The real building got his water from a dam at higher height across pipes. Here I reenact the dam with the free electricity Water Tower Well wich was in RL a forebay to concentrate and speed up more the water just some metres above the hall.
Resources itselves for the plant are mostly generated by the game itself with some tinkering, and around 100 tons of concrete, more than 40 of steel, aroud 20 gravel, 15 bricks, 5 of boards; and finally I added also 3 tons of mechanical components and also 1.5 electro compo.
They are for my understanding balanced to vanilla and even other similar, realistical, mods.
