NPCs do not equip laser tower

A simple mod that prevents NPCs from equipping laser tower.
Please use at your own risk
May conflict with other mods that change loadoutrules.xml

Effect of this mod
NPC ships will no longer equip or purchase laser towers as deployable items.
Players and NPCs under the player can be purchased and used normally.
Also, if it occurs in a quest or exists on the map from the beginning, it will not be deleted.

Impact on balance
In vanilla, NPCs might buy more laser towers than they can use, wasting the faction's resources, but with this mod they won't buy them at all, which could affect the economy.
There will be no more laser towers scattered during battle, making the battle less difficult.
If the player is running a shipyard or wharf, customers will no longer buy laser towers, making it difficult to make money.
