NPCs Use Racial Abilities

描述
Ever notice how NPCs never used their racial abilities?
I did, and it broke muh immersion

Now all NPCs get access to their racial abilities:
• Humans NPCs can use Encourage
• Dwarf NPCs can use Petrifying Touch
• Elf NPCs can use Flesh Sacrifice
• Lizard NPCs can use Dragon's Blaze
• Undead NPCs get nothing, because they're boneheads
• Silent Monks also get nothing, because it would be weird if they could Encourage

This mod works by running a script at the start of combat that gives all participating NPCs their respective racial skills—leaving the character templates completely untouched—meaning it's safe to add and/or remove from an existing save, and should be compatible with most mods (even mods that rebalance the racial abilities)
