You adjust the mod setting at the advanced game setting. Enable the mod then adjust your preference, then hit apply

Is there a way for maintenance costs to be applied to vehicles that are only in circulation/service or on a line, or that a specific line does not have costs, that is, those that are in a garage, without an assigned line, or on a line out of service, that have no costs

No come no entry for water vehicles? Also it would be nice to be able to increase costs too. For example I downloaded your 2 mods in the hopes of doubling the capacity but also price/running cost of ships. But I can't :(
