so what i did is you have 2 items
PostApocFenceSupport
and
PostApocFenceMaterials

PostApocFenceSupport
is just the moveable item you can just place
same like chair
its just for aesthetics

PostApocFenceMaterials
is the item you have to have on your inventory when you want to build the wall
you need to metalweld the frame
(Metalwork>Walls/Fencing>Metal Wall Frame) first
then right click on it to be able to construct the wall
(you need to have the PostApocFenceMaterials
item on your inventory)
you can choose from the 2 versions i made(regular, damaged)

note this is untested but if you hit the regular wall with a ccar it might change into the damaged sprite

i did not include a timed action and so the walls instantly appear when you use it
