Randomizes items randomly!

Includes config settings for:
-Key item randomization (ON by default)
-Randomize in shelters (OFF by default)
-Weapon bias (0 by default) ((how often the randomized items are weapons instead of other items, 0 means the randomization is normal, 1 means its always weapons))

Highly untested!!
