only in ONE situation this mod calculate the bonus of Governor Magnus (or similar bonuses):
this city has a builder on a feature/resource that can be removed in this turn (which requires the builder still has movements)
as for +15% +30%, they are a different type of bonuses, like Mali's "-30%" or wonder policy's "+15%", and can only be judged by PLAYER!
so actually you do NOT get +65%, instead it is 1.50*1.15, if you are building a wonder with policy on and Governor Magnus in the city
also note that, the Maya's "+15%" is NOT the same as Mali's "-30%"

That would explain the production bonuses listed in the second screenshot I didn't think were possible to get.
Does this work properly if you have Governor Magnus in the city with his extra chopping power?
You'd get +65% for wonders, for example. Or is that accounted for?
