I suggest adding a policies for Asylum and Deportation, and adding a crisis situation for Illegal Immigrants. All under the Foreign Policy block.

ASYLUM could be divided into: None - Exceptional Cases - War - Political - Generous. More generous angers Patriots, but pleases Liberals, Socialists and Minorities and vice versa, while Conservatives are neutral on War but get angered if you go either way from there. More generous policies contribute to Immigration and marginally reduce Illegal Immigrants, less generous policies reduce Immigration. Foreign relations are negatively impacted on any setting but War (to simulate pissing of humanitarian and authoritarian countries respectively).

DEPORTATION could be divided into: None - Incentives - Without Torture - Without Tyranny - Without War - Always. Harsher deportation policies please Patriots, but angers Liberals, Socialists and Minorities, while Conservatives are more pleased to the left of Without Tyranny, where they're neutral, and angrier to the right of it. Harsher measures reduces Foreign Relations and strongly reduces Illegal Immigrants.

ILLEGAL IMMIGRANTS is a crisis that moderately contributes to Crime and mildly reduces Equality. It also angers both Minorities and Patriots. Illegal Immigrants is proportionally increased by Immigration, mildly by Tourism, and moderately increased by more generous policies on Asylum and Work Visas, and significantly increased by Organized Crime; it is marginally reduced by stricter Border Controls, significantly by harsher Deportation measures, and proportionally with reduced Immigration and Tourism. This is meant to simulate how this population is comprised of both refugees in hiding and transnational criminal syndicates, how difficult they are to distinguish from a bird's eye view, and how measures taken against it will indiscriminately impact both groups.

How to deal with labor shortage?

Its not working and never shows up.

Have had computer trouble all winter.

Is this still being updated?

Emigration can be prevented by raising Border Controls to maximum level.
