No Cloak (Fleet attack fix (I hope))

This mod is a kinda sorta bug fix for the fleets with cloaking devices not attacking each other until Nimble Giant come back and gives a PROPER fix. The cloaking devices in this mod have their power consumption set to 999999, their status as a cloaking system set to "no" and the AI weight set to 0.

I have only given this preliminary testing, and so far it looks okay.

I do NOT believe this is save game compatible.

Attention modders: feel free to use any or all parts of this mod in your own mods. Credit optional, though preferred (and the classy thing to do). Why? I just want to spread the joy around :)
