Useful Amenmesse Command

Compared to many other command functionalities like Bay's instant-decree/passive-influence or Ramesses' elite-recruitment/attack-from-forced-march I always found Amenmesse's command to be somewhat underwhelming, especially the golden mask ancillaries that come at a whopping 100 gold (more than the gold cost of most advanced buildings) while doing nothing but 3 meagre legitimacy points and blocking an ancillary slot in the process.

As such I improved them a bit to make them viable ancillaries and give the active version of Amenmesse's command a bit more relevance in the game. (The passive version is not too powerful, but discounts on gold expenses are nice-ish enough.)

What it does:
- Ups the legitimacy bonus from 3 to 5 points
- Adds a 1-turn-bonus to prayer duration
- Increases aura size by 15%

I tried to keep the added effects in line with the general feel the ancillary, and use in religious rituals (prayer duration) and aura size (added awesomeness from golden thingy) seemed fitting and reasonably useful in campaign.
