Evac Costs an Action

A config-only mod that makes `evac` cost an action, making `evac` more realistic and more interesting.

It makes `evac` harder since you now need to stay much closer to the evac zone, blue move into the zone and then evac. There might not exist enough proper covers to hide behind.

You may use non-movement-only action (like Run'n Gun) to evac, but not the movement-only action.

Recommended companion mods

• Evac All: QoL; will only evac all soldiers having at least one action point with this mod
  
• Request Evac: delay the evac zone appearance, and enable to randomize evac zone
  
• Pyrrhic Victories: vanilla evac might make things too easy with Pyrrhic Victories mod on
  
• Move Slower When Carrying Units & Complicated Red Fog: the slower the harder

Phantom Evac also costs an action with this mod.
