Go to the mod folder and open the file "overrides", scroll down to the file named "PrivateHealthRetiredDEL" and open it, the 4th line of text (Equation = "DELETE) is missing 1 "; it should be Equation = "DELETE"
All you have to do is add an "

I can comfirm this still crashes a new game. Probably still the previously described issues.
