Stukovs Expanded AWC Limiter

This is a config edit for Mitzrutis AWC Expander which will limit several abilities to only appear if the soldier can wield a specific weapon

This was made for Amalgamation, but works perfectly for other classes too. But only if they have an actual real XCOM row. Proficiency Classes will probably be not affected at all
