Gain Loyalty for Expired/Failed Contracts

This is so you don't get a game over for failing a contract. Its definitely cheating, but I have no idea how else to prevent factions from abandoning you permanently (which effectively is a game over). With that, you'll still lose loyalty if the peasants aren't happy and the other normal ways.

Now you can freely take contracts without worry of losing the game. I had one game of 50 hours get a game over because I lost every single nation, and I quit the game for a long time. So hopefully this helps those in need.

Also, be sure to turn off the normal "contracts" mod, there will be two of them xD I just used that mod as a base, cause I'm dumb and don't know how to look in the game files.

Not likely compatible with the other mod "more contracts" or whatever its called as that seems to break my changes.
