Improved Planetary Designations v1.5 [Archive]

This mod aims to improve the effectiveness or utility of certain planetary specializations.

- Research, forge, and factory specs now increase output of the relevant resource, in exchange for lesser upkeep reduction.
- Fortress spec now increases the naval capacity output from soldier jobs.
- Military Academy (and Dread Encampment) do the same as above. These bonuses stack additively if both are active at once.
- Adds a research-focus option for the capital, in addition to the other new capital focuses that were added.
- Fixes "arcology project" conversion losing the planet's forge or factory spec.
- Converting to an ecumenopolis while in unity designation will now convert half of city districts to bureaucratic, similar to how it works with industry to foundries or factories.
