Gateway Limitations

A simple mod that limits the amount of Gateways you can create/upgrade. Everyone starts with 2 as the maximum, the only way to increase it is by fully colonizing or taking over a number of planets (Habitats and Ringworlds only count for Void Dwellers). Similarly, losing enough planets reduces the maximum amount of Gateways.

Also made some changes to the AI; they'll favor building Gateways in systems with Megashipyards, Capitals, developed Shipyards, and for aggressive AIs near borders with hostile empires. They will, however, avoid placing Gateways within 2 hops of each other.
