More Sorting Options

Adds more sorting options to the Cities screen:

* Sort cities by the name of the current item under construction.
* Sort by construction progress (ascending).
* Sort construction by name, listing buldings first, then units.
* Sort construction by name, listing units first, then buildings.
* Sort construction by housing, then trade goods, then each item by name.
* Sort by the number of turns remaining in the construction queue (ascending).
* Sort by the number of items remaining in the construction queue (ascending).
* Sort by max population (descending).
* Sort by ratio of `population / max population` (ascending).
* Sort manually-managed towns to the front.
* Sort by resources (by count descending, and then alphabetically ignoring duplicates).
* Sort by resources (alphabetically ignoring duplicates, then by count descending) (sorting could be better).
