SFO Lower Menu Options

This mod simply reduces some of the sized buffs/nerfs you can choose from the SFO menu. Both positive and negative have been reduced. If you don't actually use and of the SFO options, then this won't do anything, it's just the making the options that you choose not make such a huge impact

Movement range buff options reduced from 50% and 100%, to 10% and 25%
Province/Horde Growth buff has been reduced from 50/5 and 100/10, to 30/3 and 50/5
Province control, reduce from 10 and 20, to 2 and 4
