Adds the capabilities of Text Chatting to NPCs and some nextbots.

Current Features:
Text Chatting: When dead, idle or killed someone, they can type words for reactions
Support for Lambda Players - able to use text lines from there
Support for NPC Voice Chat - able to sync NPCs' nickname of voice chat to text chat

all convars can be seen under wawa574_npcchat_* section.
