A improved version of the NPC Health Bar v1.13 addon.

New CVARS
sv_showhealthbar_visible - Show the bar as long as the target is visible to the player
sv_showhealthbar_hurt - If a player is hurt, show the attacker's health bar
sv_showhealthbar_time - Time until bar is hidden
