Faction Alliances

First mod I made, adds a feature that should be in the base game where factions can ally with each other.

Just type /ally (faction tag) to initiate an alliance request. If both faction founders type this in the same game session, the reputation between both factions increases to 100,000,000, which makes the factions friendly with each other. Factions can also break each others blocks without worrying about the reputation decrease.
