R56RP Urbanization Tool

Simple decision chain for a lore-friendly way to increase building slots in states by individually upgrading them to a higher level. Should be compatible with all mods that use vanilla state categories, and does not remove the vanilla construction techs in code. Tool tips in Industrial Research were removed to ensure highest possible compatibility.

To Urbanize a state, navigate to the "Economic Policy" decision category, toggle visibility of the decision with the "Toggle Urbanization Decisions Visibility", and click the on-map decision to upgrade a state.

Each tier takes 90 days for a state to be upgraded, with more civilian factories the higher the urbanization level is. Each upgrade level has its Construction tech requirement and Infrastructure level requirement.
