Disable Federation Origins for AI (Hegemon/CommonGround)

AI empires with the Hegemon or Common Ground origin are a nuisance to deal with. They are more powerful than other empires (three home planets) and they bloat the overall number of empires, making diplomacy more complicated.

This mod simply removes the two federation origins from the AI generation options. The player can still use them as usual.
