I'm going to assume you know how to start a mod (using Paradox launcher to add basic mod folders). You can then go to Steam\steamapps\workshop\content\394360\3036422313 to view the contents of this mod. This will show you how to set up the folder structure in your mod folder.
Reviewing the contents of this mod, you will find the correct files to modify. There aren't many. It's quite basic. You have a text file that tells the game what icon NAMES to use for planes, a file that tells the game what DDS icon files to associate WITH those names, and you have a folder that contains the icons themselves.
That's pretty much it! If you run into trouble, the game is VERY picky about exact syntax and exact spellings (including CAPS or lower case in some instances), so be sure all your spelling and syntax are correct. Furthermore, you MUST be sure to have the correct number of open and closed brackets where appropriate.
