UU: Bürgerwehr - Replaces the Rifleman. Only Robert Blum's Germany may build it. Earns Golden Age Points for kills equivalent to the number of city-state allies (max 4). 15% stronger within a city's limits.

UB: Nationalversammlung - Replaces the Constabulary. Only Robert Blum's Germany may build it. +20% Great Person Generation if a World Wonder is present in the city. Garrisoned units provide +1 happiness.
