As a result underused features, such as expanding infrastructure or expelling minorities, have a better use.

Development Migration: Development will migrate to bordering or overseas provinces, moving from areas with high development cost to lower development cost.

Development Growth: Provinces with a development cost lower than 25 will naturally grow

Colonial Nation Cultures: Provinces in colonial nations with primary religion will be replaced with the primary culture, giving temporary maluses.

Development costs for ONLY migration/growth are affected by the following:
Trade Goods: -3 for a specific dev type
Buildings: -3/-6/-9 for a specific dev type, higher tiers give higher buffs
Unrest: +3
Non Accepted Cultures: +6
Non Tolerated Religions: +6
CoTs: -3 for production
Republics: -3 when migrating internationally
Religious Persecution: +12 if migration target province tolerates religion
Cultural Persecution: +12 if migration target province accepts culture
