if you are annoyed by AI just sacking and do nothing, try this.
AI will immediately occupy settlement, keep expanding, without vassalizing and liberating.
(I left some possibility although)

ps. This doesn’t block AI vassalizing in diplomacy, just only vassalizing as occupation option
