Hotline Mazatlan is the story of a cartel war between the soviet cartel and the 50 blessings cartel, all for a power struggle for the city. In the first mission, the Valedor kills the patron. the leader of the Russians, and thus his son, the junior, makes very stupid decisions, putting his cartel and enemies at risk as well.

There are also the stories of Marino Loko, a very crazy soldier who is exterminating soldiers with tennis shoes who are actually members of the Soviet cartel in disguise.

Then there is the story of Manuel Antonio, a corrupt policeman who sells himself at any cost.

The buchon who is a patriotic and third world man who kills police officers according to him to create his anarchic utopia.

The alucines, a gang of kids who aspire to be criminals but they don't get it.
