Relaxed Thrall/Resort Worlds [latest]

This mod makes it more user-friendly to convert a planet into a thrall world or resort world.

- Instead of forcing the user to destroy all districts and buildings on the planet before converting, the decision itself destroys all these things as necessary.
- In the case of thrall worlds, housing and anti-crime buildings will convert into their thrall-world-equivalents.
- Fixes a bug in which Resort World and Thrall World decisions were useable on Nanite Worlds when set to foundry or other Non-Nanotech spec.
