Adds "light rain" and "Heavy_Rain" to the "Desert mild" and "border zone" seasons.

The areas affected are:
border zone
-Bast
-Bonefields
-Border Zone

Desert mild
-Okran's Gulf
-Okran's Valley
-Sinkuun
-Shem
-Stobe's Garden

Based off real life experience in desert enviroments with little to no rain, and the rain being either light downpour or short-lived heavy downpour.

Light rain occurs 3 times more likely than heavy rain, and heavy rain is the least likely to happen compared to the vanilla events.

Not tested, the frequency of the rain events might be high. (even though they are set to the lowest)
