What was supposed to be a new residential area turned out to be a project rushed and unsupervised, leading to bad conditions of life and angriness within the population.

Today, the place is mostly occupied by civilians hoping for water to make bathroom less useless and insurgents hidding in this concrete maze. The only policemen that still "operate" there are corrupted.

Even tho civilians can walk down the street, they rarely approach these occupied parts of the city.
