Pyro's Mysterious Dilemma

I've never used dilemmas before but I'm learning how to mod and thought learning how to make them was a good next step. If there are issues or recommendations please let me know, I have no idea what I'm doing. Without further ado:

This mod sees you encounter a dilemma (as any faction) as soon as your treasury reaches over 10,000. When I learn how, I'll make the requirements more interesting and flavorful, and maybe add a cost. The dilemma gives you a choice between two options, but no matter which you choose, the outcome will be the same.

You will be offered a cache of enchanted rings by a mysterious stranger. You will take the rings and distribute them among your lords regardless of your intention.

You see, they are very tempting. So hard to resist that you simply can't. They are freely given and perfectly safe, and the -5 Public Order and +1 Chaos Corruption to all Provinces are mere trifles when compared to the potential power you have to gain.
I won't spoil what you receive in exchange for those penalties, but expect your Lords to become far more effective. After all, each one will be wearing a shiny new trinket...

Because only being able to wear one ring when you have 10 fingers is dumb, and to make the mod more convenient, *NO actual items* are given. Instead each lord in your faction will receive a new passive ability to represent that they are now wearing a ring, and there are some factionwide bonuses that indirectly affect your lords, again only representing the act of all your lords wearing these rings.
