Adds Factionlogic to Heretic's End

Factions can claim Heretic's End.

Compatible with all mods. Can be added/Removed but you will need to deal with new tenants on your own.

*You will miss out on the email for occupying Heretic's End yourself. Has no impact on anything though other then a little dialogue.

can you do a Factionlogic mod with sanctuary of darkness?

@Miszka this is one line of code, your more then welcome to open it in X tools, And I'm not sure, none of my mods are overhauls except maybe the economy ones and are simple enough to avoid problems

@Treybor Thanks for all these mods BTW. FWIW I'm sort of picking on EGO on the Sanctuary of Darkness and nobody claiming. Seems like an oversight as Zyarth/Argon will try to claim Tharkas and then Antigone has danger regions in Void. I'm not even including Avarrice with the tide. Yes station shuffle is putting SCA stations all over the place. It might also be doing HAT as well not sure. SCA for sure though. I'm using uncharted skies plus your ralston icon and border sector addons. Farnhams is another.

@Induced Apathy I thought I removed the SCA stations from station shuffle... I'll have to take a look, as for Sanctuary of Darkness, I'm not sure how the AI would even handle with the hazard zones. They already lose alot of ships just trying to cross the sector usually. Last thing I would want them to do is build something deep into the hazard and lure ships in to get blown up.

Nice glad to see these additions TBH as I'm a custom start story complete type of guy. What about Sanctuary of Darkness? I've seen argon take heretics end before without my input with my mods however even if I claim then unclaim sanctuary of darkness nobody ever claims it. Feels weird that boron will remove khaak and a spend the time and effort to build a highway but won't claim it nor build in it except for SCA stations due to station shuffle mod I assume at start.
